ISSRs, Ofsted and Inspections
Work continues on Project Foster, the cross-association initiative focussing on proposed changes to the inspection landscape for ISC Schools.
Following the consultation over the summer, the government has published changes to Part 2 of the ISSRs, for the most part covering 'British Values', and somewhat belatedly published the results of the consultation relating to these changes.
ISC is remains in contact with ministers and DfE officials to ensure that our concerns are heard and, most recently, ISC met with ministers Nash and Gibb to discuss Part 8: Leadership and Management. Further changes to the ISSRs are not expected until early next year.
The House of Lords Secondary Legislation Scrutiny Committee discussed this summer's consultation on the ISSRs and received oral evidence from Lord Nash and David Laws. Suffice it to say that the feedback from ISC, ISC Schools and ASCL contributed to the DfE being given a less than glowing report as to the conduct of the consultation.
Ofsted launched a consultation, 'Better Inspection for All', on proposals for a new framework for the inspection of maintained schools, academies, further education and skills providers, non-association independent schools and registered early years' settings. The proposals appear to move Ofsted further away from the current inspection regime offered by ISI: leadership and management will, for example, imply a far more active and operational role for governors than is currently expected in ISC Schools, where governors retain a very separate, distinct and well-defined role.
