DBS guide to eligibility
DBS has updated its guide to eligibility which provides eligibility, workforce and supervision guidance for those working with children and adults.
Prevent Duty guidance
Schools are required to have due regard to the need to prevent children from being drawn into terrorism. The Home Office has published statutory guidance for Specified Authorities under section 29 of the Counter Terrorism Act 2015. Schedule 6 of the Act lists schools as Specified Authorities and section 26 of the Act requires Specified Authorities to “have due regard to the need to prevent people from being drawn into terrorism”. In carrying out this duty schools must have regard to statutory guidance issued by the Secretary of State.
Schools will be required to carry out risk assessments, have and implement sufficiently robust safeguarding policies and procedures, co-operate and work with local authorities, LSCBs, local Prevent co-ordinators and the police, maintain records to show compliance and train staff so they can identify children at risk. There are also some general duties on those in leadership positions (pages 6-7).
ISC has contacted ISI to establish what impact this guidance will have on inspections, if any.
The Regulations that give effect to the guidance were debated in the Lords on 23 March 2015 and debated in the Commons on 24 March 2015. The guidance will take effect on the day on which the Regulations come into force (the Government intends for the provisions to come into effect on 1 July 2015).
The Home Office has published summary of responses following the consultation on the guidance.
